Question refreshing a blog via reinstall

Hey. I am curious about the best practice methods of freshening up a WordPress installation. One of my first blogs has grown to be quite bloated in size, with a boatload of unused media and general clutter from switching themes and trying dozens of plugins.
If it was a PC, I'd reformat and start afresh.

With WordPress I could export posts and reimport on a new blog. Is there a better way to do this?

One thing I'd also change is I had it installed to onearmedgraphics/wordpress, but if starting a new I'd just install to root. To plan ahead for 404's, should I just write down all the page URLs and setup 301's once ready?

    Any advice welcomed.
    Cheers,

Before you do anything I recommend backing up your database and all your filess (themes, plugins and uploads etc) so that you can reinstall the blog later if you wish.

If you don't need the posts and images etc I would just delete everything and start fresh. You could create a new database and then delete the old database later if you decide thats the best way to go.
